FROM THE PAINTING BY VEREKER M HAMILTON, R.E.When Ney and Caulaincourt saw Marmont at Essonnes, he informed them that he had entered into a convention with the Allied sovereigns on his own account. They begged him to suspend it and accompany them, and he consented. Whilst the three commissioners were with the Emperor Alexander, news was brought that Count Souham, with whom Marmont had left the command of his troops, had gone over, and marched the division into the lines of the Allies. On this the Emperor said they had better return to Napoleon, and assure him that the Allies would accept nothing short of an absolute and unqualified abdication. When they announced this to him, to their surprise, he exclaimed, "But what provisions are made for me? How am I to be disposed of?" They replied that it was proposed by the Emperor Alexander that he should retain the title of Emperor; should have the island of Elba, a guard, a small fleet, and all the attributes of royalty, with a suitable income. With a mood of mind incomprehensible in any other person, he immediately called for maps and books about Elba, and began contemplating his future position, as though he had only been changing one France for another; but there can be no doubt that he, in reality, was weighing the facilities of the place for that effort to regain the empire of France, which he certainly never renounced for a moment. On the 11th of April he drew up a form of unconditional abdication, signed, and dispatched it. Ney, Macdonald, and Caulaincourt arrived with the treaty to which the Allied sovereigns had agreed. Elba was assigned to himan island twenty leagues in extent, with twelve thousand inhabitantsand he was to have an income of six millions of francs, besides the little revenue of the island. Two millions and a half more were assigned as annuities to Josephine, and the other members of his family. The Empress was to be created Duchess of Parma, Placentia, and Guastella, in full sovereignty. The marshals and other officers of his army were received into the same ranks and dignities in the army of the Bourbon sovereign. Lord Castlereagh, who had arrived after the conclusion of this treaty, pointed out the folly of it, which must have been apparent to every man of the slightest reflection; for, to a certainty, Napoleon would not for a day longer than he was compelled observe it in a place like Elba, in the very vicinity of France. He declined, on the part of Great Britain, any concern in it; but to avoid a renewal of the war, he offered no formal opposition. Napoleon arrived at Elba on the 4th of May.There was grave discontent and suffering in France, and Marshal Saxe, through General Ligonier, made proposals for peace. The news of these overtures gave great delight in England, but the king and Cumberland were bent on continuing the war. Pelham and Chesterfield advocated acceptance of the terms, but Newcastle sided with the king, to gain favour with him. As the terms, however, could not with decency be bluntly rejected, Cumberland solicited and obtained the post of negotiator in the matter for England; but the Ministers, desirous of peace, foreseeing that the wishes or the hasty temper of Cumberland would[114] soon ruin every chance of accomplishing a treaty, the Earl of Sandwich was sent over to act as assistant to the duke; this meant that he was to overrule, if possible, the mischief Cumberland would be sure to make. Sandwich accordingly hastened over to Holland, and had a secret interview with the Marquis de Puisieulx, the French Minister for Foreign Affairs, and, after much dodging on the part of the marquis, he managed to have the discussion removed from military negotiators to a congress at Aix-la-Chapelle.<024>

    ONE:NAPOLEON I. (From the Portrait by Paul Delaroche.)It was necessary that Roman Catholic electors should take an oath and obtain a certificate of their having done so from a magistrate. The friends of Mr. Fitzgerald insisted that this oath should be taken, which caused considerable delay; but a magistrate having been obtained, the freeholders were sworn en masse. Brought into a yard, enclosed within four walls, twenty-five voters were placed against each wall, and thus the oath was simultaneously taken. The effects of this machinery upon the poll soon became manifest. Mr. O'Connell ran ahead of his opponent, and on the second day the result was no longer doubtful. Mr. Fitzgerald would have abandoned the contest, but the landlords resolved that the last man whom they could command should be polled out. They exerted themselves to the utmost to prevent the defection of their tenantry. The most influential of them had their freeholders mustered in a body, and came forward to the hustings at their head, exhorting, promising, threatening, reminding them of past favours, and hinting at the consequences of forsaking their best friends and natural protectors; but the moment O'Connell or a priest appearedshouting: "Vote for your country, boys!" "Vote for the old religion!" "Down with Vesey!" "Hurrah for O'Connell!"they changed sides to a man, with a wild, responsive cheer. One priest, Father Coffey, adhered to Mr. Fitzgerald. "But," says Mr. Sheil, "the scorn and detestation with which he was treated by the mob clearly proved that a priest has no influence over them when he attempts to run counter to their political passions. He can hurry them on in the career in which their own feelings impel them, but he cannot turn them into another course." The generality of the orators were heard with loud and clamorous approbation; but at a late hour one evening, when it was growing rapidly dark, a priest came forward on the platform, who addressed the multitude in Irish. Ten thousand peasants were assembled before the speaker, and a profound stillness hung over the almost breathless mass. For some minutes they continued thus deeply attentive, and seemed to be struck with awe as he proceeded. Suddenly the priest and the whole multitude knelt down with[275] the precision of a regimental evolution. Priest and people were both silent, but they were offering up a mental prayer for mercy on the soul of one of Vesey Fitzgerald's voters, who had died that day, and had been accused of taking a bribe. The polling, which lasted five days, at length closed. The court-house was again crowded, as on the first day. Mr. Vesey Fitzgerald appeared again at the head of the aristocracy, and Mr. O'Connell at the head of the priests and the "Forties." The moment the latter was declared by the sheriff duly elected, the first Roman Catholic M.P. since the Revolution, a friend presented him with a letter to be franked. Addressed to a member of the House of Commons, it was posted that night, and when it arrived at its destination it was handed about amongst the members, exciting curiosity and astonishment. It was said also to have found its way to the king, who probably felt thankful that his brother, the Duke of York, did not live to see "Daniel O'Connell, M.P." Mr. O'Connell made a speech, distinguished by just feeling and good taste, and begged that Mr. Fitzgerald would forgive him if he had on the first day given him any sort of offence. Mr. Fitzgerald came forward, and unaffectedly assured him that whatever was said should be forgotten. He was again hailed with universal acclamation, and delivered an admirable speech. During the progress of the election he could not refrain from repeatedly expressing his astonishment at what he saw, and from indulging in melancholy forebodings of events of which these incidents were perhaps but the heralds. "Where is all this to end?" was a question frequently put in his presence, and from which he seemed to shrink.

ONE:On Monday night the whole city was brilliantly illuminated. The excitement of the multitude had time to cool next day, for it rained incessantly from morning till night. But the rain did not keep the Queen in-doors. She was out early through the city, visiting the Bank of Ireland, the National Model Schools, the University, and the Royal Hospital at Kilmainham. There she cheered the hearts of the brave old pensioners by saying, "I am glad indeed to see you all so comfortable." The illuminations were repeated this evening with, if possible, increased splendour, and the streets were filled with people in every direction, all behaving in the most orderly manner. Her Majesty held a levee in Dublin Castle on Wednesday, which was attended by unprecedented numbers. On Thursday she witnessed a grand review in the Ph?nix Park, and held a Drawing-room in her palace in the evening. The Queen left Dublin on Friday evening, followed to the railway station by immense multitudes, cheering and blessing as only[573] enthusiastic Celts can cheer and bless. The scene at the embarkation in Kingstown Harbour was very touching. The whole space and the piers were crowded as when she arrived. The cheering and waving of handkerchiefs seemed to affect her Majesty as the royal yacht moved slowly out towards the extremity of the pier near the lighthouse. She left the two ladies-in-waiting with whom she was conversing on deck, ran up to the paddle-box, and, taking her place beside Prince Albert, she gazed upon the scene before her, graciously waving her hand in response to the parting salutations of her loyal Irish subjects. She appeared to give some order to the commander, the paddles immediately ceased to move, and the vessel merely floated on; the royal standard was lowered in courtesy to the cheering thousands on shore; and this stately obeisance was repeated five times. FORE:Having put Prussia under his feet, Buonaparte proceeded to settle the fate of her allies, Saxony and Hesse-Cassel. Saxony, which had been forced into hostilities against France by Prussia, was at once admitted by Buonaparte to his alliance. He raised the prince to the dignity of king, and introduced him as a member of the Confederacy of the Rhine. The small states of Saxe-Weimar and Saxe-Gotha were admitted to his alliance on the same terms of vassalage; but Hesse-Cassel was wanted to make part of the new kingdom of Westphalia, and, though it had not taken up arms at all, Buonaparte declared that it had been secretly hostile to France, and that the house of Hesse-Cassel had ceased to reign. Louis Buonaparte had seized it, made it over to the keeping of General Mortier, and then marched back to Holland. Mortier then proceeded to re-occupy Hanover, which he did in the middle of November, and then marched to Hamburg. He was in hopes of seizing a large quantity of British goods, as he had done at Leipzic, but in this he was disappointed, for the Hamburg merchants, being warned by the fate of Leipzic, had made haste, disposed of all their British articles, and ordered no fresh ones. Buonaparte, in his vexation, ordered Mortier to seize the money in the banks; but Bourrienne wrote to him, showing him the folly of such a step, and he refrained.

Such was the feeling of resentment in Great Britain against the proceedings of the Americans, that the Parliament that was now elected gave the Ministers an increased majority.When Buonaparte, early in the morning of the 18th, mounted his horse to reconnoitre Wellington's position, he was rejoiced to observe so few troops; for many were hidden behind the height on which Wellington took his stand. One of his staff suggested that Wellington would be joined by Blucher; but so wholly ignorant was Napoleon of the settled plan of the two generals that he scouted the idea. "Blucher," he said, "is defeated. He cannot rally for three days. I have seventy-five thousand men: the English only fifty thousand. The town of Brussels awaits me with open arms. The English opposition waits but for my success to raise their heads. Then adieu subsidies and farewell coalition!" And, looking again at the small body of troops visible, he exclaimed, in exultation, "I have them there at last, these English!" General Foy, who had had ample experience of "these English" in Spain, said, "Wellington never shows his troops; but, if he be yonder, I must warn your majesty that the English infantry, in close fighting, is the very devil!" ONE:As a rumour of the approaching visit of Lord Howe had reached the Spanish camp, all was in haste to anticipate his arrival, and take the huge fortress before he could succour it. Accordingly the great united fleet of Spain and France, which so lately had paraded in the English Channel, sailed into Algeciras Bay, and on the 13th of September the floating batteries were hauled out by a number of the ships, and anchored at regular distances, within six hundred yards of the English works. Whilst this extraordinary armada was approaching and disposing itself, tremendous fire was kept up from the land, with three hundred long guns and mortars, to divert the attention of the garrison; but old General Elliot was ready with his red-hot balls, and, the moment the floating batteries came within gunshot distance, he poured into them a most destructive fire-hail. The Spaniards, notwithstanding, placed and secured their monster machines in a very short time, and then four hundred cannon from land and sea played on the old rock simultaneously and incessantly. For some time the hot balls appeared to do no damage. The timbers, being of green wood, closed up after the balls, and so prevented their immediate ignition. In other cases, where smoke appeared, the water-engines dashed in deluges, and extinguished the nascent fire. But presently the fire from the batteries slackened; it was discovered that the ballswhich had many of them pierced into the timbers three feet deepwere doing their work. The floating battery commanded by the Prince of Nassau, on board of which was also the engineer, D'Arcon, himself, was found smoking on the side facing the rock, at two o'clock in the day. No water could reach the seat of mischief, and by seven o'clock it had become so extensive as to cause the firing to cease, and to turn the thoughts of all to endeavours for escape. Rockets were thrown up as signals for the vessels to come up and take off the crews. But this was found impracticable. The garrison actually rained deluges of fire, and all approach to the monster machines was cut off. No vessel could draw near, except at the penalty of instant destruction. For four more hours the vaunted floating batteries remained exposed to the pitiless pelting of the garrison. Before midnight, the Talla Piedra, the greatest of the monster machines, and the flagship, Pastora, at her side, were in full flame, and by their light the indefatigable Elliot could see, with the more precision, to point his guns. Seven of the ten floating machines were now on fire; the guns aboard them had entirely ceased, and those on land, as if struck with wonder and despair, had become silent too. FORE:Sir John marched out of Edinburgh for the north on the very day that the standard of the Stuarts was erected in Glenfinnan, the 19th of August. On the following day he continued his route from Stirling, accompanied by one thousand five hundred foot, leaving, very properly, the dragoons behind him, as of no service in the mountains, nor capable of finding forage there. He then continued his march towards Fort Augustus, which he hoped to make the centre of his operations, and then to strike a sudden and annihilating blow on the handful of rebels. At Dalwhinnie he heard that the rebels now mustered six thousand, and that they meant to dispute the pass of Corriarrick, lying directly in the line of his march towards Fort Augustus. This Corriarrick had been made passable by one of General Wade's roads, constructed after the rebellion of 1715, to lay open the Highlands. The road wound up the mountain by seventeen zig-zags or traverses, and down the other side by others, called by the Highlanders the Devil's Staircase. Three hundred men were capable, much more three thousand, of stopping an army in such a situation, and Cope called a council of war. At length it was agreed that they should take a side route, and endeavour to reach Inverness and Fort George. The resolve was a fatal one, for it gave the appearance of a flight to the army, and left the road open to Stirling and the Lowlands.
FORE:This was immediately made evident. The treaty was concluded on the 4th of April, 1769, and the first news was that Hyder had quarrelled with the Mahrattas, and called on the Presidency of Madras to furnish the stipulated aid. But the Presidency replied that he had himself sought this war, and therefore it was not a defensive but an offensive war. The Peishwa of the Mahrattas invaded Mysore, and drove Hyder to the very walls of Seringapatam, dreadfully laying waste his territory. Hyder then sent piteous appeals to his allies, the British, offering large sums of money; but they still remained deaf. At another time, they were solicited by the Mahratta chief to make an alliance with him, but they determined to remain neutral, and left Hyder and the Peishwa to fight out their quarrels. In 1771 the Mahrattas invaded the Carnatic, but were soon driven out; and in 1772 the Mahrattas and Hyder made peace through the mediation of the Nabob of the Carnatic, or of Arcot, as he was more frequently called. Hyder had lost a considerable portion of Mysore, and besides had to pay fifteen lacs of rupees, with the promise of fifteen more. The refusal of the English to assist him did not fail to render him more deeply hostile than ever to them.

FORE:Lord Palmerston and Mr. Poulett Thompson treated the apprehensions of Lord Dudley Stuart as visionary, and expressed their conviction that there was nothing in the conduct of the Czar to excite either alarm or hostility in Great Britain. Their real opinions were very different. A few days later an event occurred which showed how little Russia was to be relied upon; and that it was impossible to restrain her aggressive propensities, even by the most solemn treaty obligations, undertaken in the face of Europe, and guaranteed by the Great Powers. Cracow, which comprised a small territory about 490 square miles in extent, with a population of about 123,000, including the city, was at the general settlement in 1815 formed into a free State, whose independence was guaranteed by the Treaty of Vienna in the following terms:"The town of Cracow, with its territory, is declared to be for ever a free, independent, and strictly neutral city, under the protection of Russia, Austria, and Prussia." During the insurrection of Poland in 1830 the little State of Cracow could not repress its sympathies, and the news of the outbreak was received there with the greatest enthusiasm. After the destruction of the Polish army, persons who were compromised by the revolt sought an asylum in Cracow; and 2,000 political refugees were found settled there in 1836. This served as a pretext for the military occupation of the city in February of that year, notwithstanding the joint guarantee that it should never be entered by a foreign army. This was only a prelude to the ultimate extinction of its independence, which occurred ten years later. Lord Palmerston launched a vigorous protest, but it had no result.

ONE:The repulse of the French in their attack on Holland, and their repeated defeats in Belgium, which will be mentioned in the next chapter, induced the French Government to make overtures for peace with Britain, but in a secret and most singular way. Instead of an open proposal through some duly-accredited envoy, the proposals came through a Mr. John Salter, a public notary of Poplar. This notary delivered to Lord Grenville two letters from Lebrun the French Foreign Minister, dated the 2nd of April, stating that France was desirous to accommodate its differences with Britain, and, provided the idea was accepted, M. Marat should be sent over with full powers, on passports being duly forwarded. A Mr. John Matthews, of Biggin House, Surrey, attested that these notes were perfectly genuine, and had been signed in the presence of himself and Mr. John Salter. Lord Grenville, suspecting a correspondence coming through so extraordinary a medium, and believing that the design of the French was only to gain time, in order to recover their losses, took no notice of the letters. Moreover, as the Jacobins were then following up their attacks on the Girondists from day to day, he saw no prospect of any permanence of this party in power. In fact, they were expelled by the 2nd of June, and on the 22nd of that month Lebrun was in flight to avoid arrest. Marat arrived, but held no communications with Grenville, and very shortly returned to France. Soon afterwards came indirect overtures through Dumouriez to our ambassador, Lord Auckland, but they were too late. War had been declared.

ONE:In pursuance of this plan of the campaign, Prideaux and Johnson arrived before the fort of Niagara in the middle of July, which they found very strong, and garrisoned by six hundred men. Prideaux was soon killed by the bursting of a shell, but Johnson continued the siege with great ability, having to invest the fort on one hand, whilst he was menaced on the other by a mixed body of French and Indians, one thousand seven hundred in number, who came to relieve the fort. The attack upon him commenced with a terrible war-whoop of the Indians, which, mingling with the roar of the great cataract near, made the most horrible din imaginable. But this did not disconcert the English and their savage allies, who received them with such steady courage, that in less than an hour they were put to the rout in sight of their own garrison, and pursued for five miles with dreadful slaughter. The garrison thereupon capitulated, remaining prisoners of war. There, however, Sir William Johnson's career stopped. From various causes, not foreseen, he was not able to advance beyond the Ontario to unite with Amherst. That general had fully succeeded in taking Ticonderoga and Crown Point, but he found the French so strongly posted on an island at the upper end of Lake Champlain, that he was compelled to stop and build[134] boats to enable his army to reach and dislodge them; and it was not till October that he was ready to proceed, when he was driven back repeatedly by tempests, and compelled to go into winter quarters.

With a mood of mind incomprehensible in any other person, he immediately called for maps and books about Elba, and began contemplating his future position, as though he had only been changing one France for another; but there can be no doubt that he, in reality, was weighing the facilities of the place for that effort to regain the empire of France, which he certainly never renounced for a moment. On the 11th of April he drew up a form of unconditional abdication, signed, and dispatched it. Ney, Macdonald, and Caulaincourt arrived with the treaty to which the Allied sovereigns had agreed. Elba was assigned to himan island twenty leagues in extent, with twelve thousand inhabitantsand he was to have an income of six millions of francs, besides the little revenue of the island. Two millions and a half more were assigned as annuities to Josephine, and the other members of his family. The Empress was to be created Duchess of Parma, Placentia, and Guastella, in full sovereignty. The marshals and other officers of his army were received into the same ranks and dignities in the army of the Bourbon sovereign. Lord Castlereagh, who had arrived after the conclusion of this treaty, pointed out the folly of it, which must have been apparent to every man of the slightest reflection; for, to a certainty, Napoleon would not for a day longer than he was compelled observe it in a place like Elba, in the very vicinity of France. He declined, on the part of Great Britain, any concern in it; but to avoid a renewal of the war, he offered no formal opposition. Napoleon arrived at Elba on the 4th of May.There was grave discontent and suffering in France, and Marshal Saxe, through General Ligonier, made proposals for peace. The news of these overtures gave great delight in England, but the king and Cumberland were bent on continuing the war. It was proposed also to form, in certain districts, relief committees, which should be empowered to receive subscriptions, levy rates, and take charge of donations from the Government; and that out of the fund thus raised they should establish soup kitchens, and deliver rations to the famishing inhabitants. Sir John Burgoyne, Inspector-General of Fortifications, was appointed to superintend the works. Lord John Russell referred to measures for draining and reclaiming waste land in Ireland, and to advances of money for this purpose to the proprietors, to be repaid in instalments spread over a number of years. On a subsequent day, in answer to questions from Mr. Roebuck, the noble lord gave a statement of the sums that had already been advanced. 2,000,000 had been issued on account of the Poor Employment Act of the last Session. He expected that not less than 500,000 or 600,000 a month would be spent from the present time until August, and he calculated the whole expenditure would not be less than 7,000,000. There was great difference of opinion on the subject of the Government plans. A counter-scheme for the establishment of reproductive works deserves to be noticed for the interest it excited and the attention it occupied for years afterwardsnamely, the railway plan of Lord George Bentinck. Acts of Parliament, he said, had been passed for 1,582 miles of railway in Ireland, of which only 123 miles had then been completed, while 2,600 miles had been completed in England. In order to encourage the formation of Irish railways, therefore, he proposed that for every 100 expended by the companies 200 should be lent by the Government at the same interest at which they borrowed the money, Mr. Hudson, who was "chairman of 1,700 miles of railroad," pledging his credit that the Government would not lose a shilling by the transaction. By adopting this plan they could give reproductive employment to 109,000 men in different parts of the country, for earth-works, fences, drains, and watercourses connected with the lines. This would give support of 550,000 souls on useful work, tend to develop the resources of the country, and produce such improvement that the railways constructed would add 23,000,000 to the value of landed property in twenty-five years, and would pay 22,500 a year to the poor rates. The purchase of land for the railways would moreover place 1,250,000 in the hands of Irish proprietors, for the employment of fresh labour, and 240,000 in the hands of the occupying tenants for their own purposes. The Government also would reap from the expenditure of 24,000,000 on railways in Ireland, an enormous increase of revenue in the augmented consumption of articles of excise and customs. The noble lord's speech, which lasted two hours and a half, was received with cheers from both sides of the House. Leave was given to bring in the Bill, though it was strongly objected to by Lord John Russell, Mr. Labouchere, and other members of the Government. It was also opposed by Sir Robert Peel, who exposed the unsoundness of the economic principles involved in it. The Bill was rejected by a majority of 204, the numbers being 118 for the second reading, and 322 against it. Notwithstanding this decision, loans were subsequently advanced to certain Irish railways, amounting to 620,000, so that the objection of the Government was more to the extent than to the principle of Lord George Bentinck's measure.[463]Accordingly, petitions were sent in from several of the principal men-of-war lying at Portsmouth, to Lord Howe, the commander of the Channel fleet, praying him to intercede with the Admiralty for the same liberality towards the seamen of the royal navy and their families as had been shown to the army and militia, in increase of pay and better provisions. Lord Howe, instead of complying with this reasonable desire, sent the petitions to the port-admiral, Sir Peter Parker, and to Lord Bridport, who commanded the Channel fleet under Howe. They treated the petitions as the work of some ill-disposed person, and therefore of no consequence; but Parker was very soon compelled to inform Lord Spencer, the head of the Admiralty, that he had discovered that there was a general conspiracy to take the command of the ships from the officers on the 16th of April. To test this, orders were immediately issued to put out to sea; and the moment that Lord Bridport signalled this order to the fleet, the effect was seen. The sailors all ran up into the rigging and gave several tremendous cheers. They instantly followed up this by taking the command from the officers, and sending two delegates from each ship to meet on board the Queen Charlotte, Lord Howe's flag ship. They thence issued orders for all the seamen to swear fidelity to the cause, and the next day they all swore. They kept part of the officers on board as hostages, and put others, whom they accused of oppression, on shore. They next passed resolutions to maintain order, and treat the confined officers with all due respect. They then drew up a petition to the Admiralty stating their grievances, and respectfully praying for redress. This brought down to Portsmouth Lord Spencer, and other lords of the Admiralty, where they met in council with Bridport and other admirals. Had these admirals shown a proper attention to the health and claims of these men, their grievances must long ago have ceased; but though they were perfectly well aware of them, they now proposed, along with the Admiralty, to recommend the granting of part of their demands. The deputies replied that they sought nothing but what was reasonable, and would never[456] lift an anchor till those terms were granted. This Admiralty committee then offered some of the terms, but left out the proposal that the pensions of the Greenwich veterans should be raised from seven pounds to ten pounds, and the crews of men-of-war should have vegetables when in port. The sailors, indignant at this miserable parsimony, returned on board and hoisted the red flag at every mast-head. This was a sign that no concession would be made. Yet, on the 22nd, the delegates addressed letters to the Admiralty, and to Lord Bridport, firm, but respectful. Government then tried its usual resource, the proclamation of a pardon, but without taking notice of the necessary concessions. With this proclamation, Lord Bridport went the next day on board the Royal George, and assured the seamen that he had brought a royal pardon, and also the redress of all their grievances. On this assurance, the crew hauled down the red flag, and all the other ships did the same.In the meantime the Chartists had made their preparations. The members of the National Convention met early in the morning at its hall in John Street, Fitzroy Square, and after this the members took their places in a great car, which had been prepared to convey them to the Common. It was so large that the whole Convention and all the reporters who attended it found easy accommodationMr. Feargus O'Connor and Mr. Ernest Jones sitting in the front rank. It was drawn by six fine horses. Another car drawn by four horses contained the monster petition, with its enormous rolls of signatures. Banners with Chartist mottoes and devices floated over these imposing vehicles. The Convention thus driven in state passed down Holborn, over Blackfriars Bridge, and on to the Common, attended by 1,700 Chartists, marching in procession. This was only one detachment; others had started from Finsbury Square, Russell Square, Clerkenwell Green, and Whitechapel. The largest body had mustered in the East, and passed over London Bridge, numbering about 6,000. They all arrived at the Common about ten o'clock, where considerable numbers had previously assembled; so the Common appeared covered with human beings. In all monster meetings there are the widest possible differences in the estimates of the numbers. In this case they were set down variously at 15,000, 20,000, 50,000, and even 150,000. Perhaps 30,000 was the real number present.
